# BFF Discovery Arc 4: Multi-Capital Returns

*Discovery Arc 4 is the fourth provocation paper in a series of four on Bioregional Financing Facilities (BFFs). Its cover reads "v.1.1", last updated 15 September 2026, and its own title speaks of "poly-capital returns". The paper names no author. The filename carries an older "internal" label. The document itself carries no confidentiality marking, and Leon Seefeld of Dark Matter Labs has cleared it for publication. Read for this page: all 27 pages. One case study, on Civic Square, is an unfinished placeholder and is left out.*

## What it argues

The arc asks how BFFs can measure, communicate and govern for returns across many forms of capital. Doing so would change what counts as successful investment (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, page 2). Its premise is that every allocation already produces many returns: in soil, trust, skills, water and local supply chains. Finance measures only one of them (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, page 2). "The returns exist regardless of whether accounting systems acknowledge them." (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, page 5).

So the useful questions change. Which returns does an investment produce, along which pathways, for whom, over what time, and which institutions can see them? (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, page 3). The paper treats resilience as special. It emerges from the other capitals working together and keeps future returns possible. In the conclusion, "resilience becomes the paramount return" (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, page 27).

## Key points

- **The gap is in recognition.** Measures such as IRR and NPV compress value into one figure and favour what is immediate and contractible. The paper locates the mismatch in measurement and recognition, while the value itself is real (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, pages 3 to 4).
- **Returns circulate.** A wetland, a youth jobs programme or an energy cooperative each sends value through many actors before it returns, often as lower risk. Attention shifts from capture to propagation (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, pages 4 to 5).
- **A step past impact-linked finance.** Impact-linked instruments adjust financial terms for selected outcomes. The paper suggests much "impact" is simply return that lands on other capitals, actors or time horizons (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, pages 5 to 6).
- **Eight practical approaches.** They include multi-domain return frameworks, community-led evaluation, maturation curves for when each return appears, shared capital ledgers and portfolio-level return mapping. The authors say this section is under-developed (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, pages 8 to 9).
- **Two inspirations.** Commonland's 4 Returns puts inspiration first, then social, natural and financial capital. Shorefast's Economic Nutrition, on Fogo Island, traces where the value of economic activity goes in a place (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, pages 11 to 13).
- **Financial return itself is wider.** Illustrative work on the Orne watershed suggests avoided losses and new value could together exceed €1.7 billion over a decade. That is far above the direct project returns (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, page 15).
- **Resilience as a higher-order return.** Drawing on SYSTEMIQ, the paper treats resilience as an economic dividend as well as a safeguard. It frames resilience as a property of the whole system (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, pages 18 to 20).
- **Open questions.** They include governing trade-offs between domains and avoiding a heavy reporting burden. Another is matching decades-long returns with three-to-seven-year term sheets (raw/[internal]_v1_BFF Multi-Capital Returns_DiscoveryArc#4_15.09.2026.pdf, page 22).

## Where it sits in this wiki

- [[BFF Discovery Arc 1: Allocation Decision Governance]] already puts "multi-capital target returns" into a facility's mandate. Arc 4 asks what those returns are and how to see them (synthesis).
- [[BFF Discovery Arc 2: Blended Finance and Catalytic Capital]] argues that grants should build infrastructure such as observatories. Arc 4 says a Bioregional Observatory can help build shared capital ledgers locally (synthesis).
- [[BFF Discovery Arc 3: Risk and Value Sharing]] proposes a multi-capital clearing system for a portfolio. Arc 4 supplies the account of value that system would track (synthesis).
- [[The Bioregional Health Framework]] also draws on Commonland's 4 Returns and gives the measures of place-based health that Arc 4 relies on (synthesis).
- [[The Believed Law of Financial Returns (Seefeld, 2026)]] questions the belief that financial return must organise capital allocation. Arc 4 makes a parallel case from the side of measurement (synthesis).
- [[BioFi Deep Dive: bioregional financing facilities in Europe]] presents the four arcs as one Bioregional Weaving Labs programme. It says this arc is expanding the conversation on returns.
