# The Bioregional Health Framework

*An interactive page on the Dark Matter Labs bioregions site, captured on 24 September 2026. No author is named. The page marks itself as a working draft, open for comment. It has two parts: a proposal for Bioregional Observatories, and the Bioregional Health Framework itself. Read for this page: the whole text, including the partner, open-question and other-frameworks sections. The images were not available, only their descriptions.*

## What it argues

The page argues that most existing data systems are fragmented, overly technical or cut off from lived experience (raw/bioregional-health-framework-2026-09-24.md, Bioregional Observatories). It proposes a Bioregional Observatory as "the intelligence, observation and sense-making hub" for a bioregion's communities and its BFF (raw/bioregional-health-framework-2026-09-24.md, Bioregional Observatories). A seven-step path runs from feasibility research to a legal and governance framework (raw/bioregional-health-framework-2026-09-24.md, How to get started).

The Health Framework gives the observatory a shared structure. It reads health through four dimensions: structural, compositional, functional and relational integrity (raw/bioregional-health-framework-2026-09-24.md, Four interdependent dimensions). Ecological thresholds and carrying capacity constrain all four, and are not a fifth dimension (raw/bioregional-health-framework-2026-09-24.md, Living within carrying capacity).

The framework focuses on outcomes and leaves each place to build its own indicators (raw/bioregional-health-framework-2026-09-24.md, The Bioregional Health Framework). It treats health as something that develops over time, and measurement as a tool for learning and shared stewardship (raw/bioregional-health-framework-2026-09-24.md, The Bioregional Health Framework).

## Key points

- **Five observatory functions.** The observatory would develop health metrics, monitor them and host collective sense-making (raw/bioregional-health-framework-2026-09-24.md, Five core functions). It would also model scenarios, stress-test systems and feed results back into decisions (raw/bioregional-health-framework-2026-09-24.md, Five core functions).
- **Three kinds of data.** Monitoring covers hard data such as water quality, warm data on relationships and stories, and patterns such as circularity (raw/bioregional-health-framework-2026-09-24.md, Five core functions).
- **A link to capital.** Decision support spaces, such as situation rooms or decision theatres, would bring data and community views into BFF investment committee deliberations (raw/bioregional-health-framework-2026-09-24.md, Five core functions).
- **Four dimensions.** Structural integrity asks how habitats, infrastructure and governance are organised. Compositional integrity asks how diverse the living and human elements are (raw/bioregional-health-framework-2026-09-24.md, Four interdependent dimensions). Functional integrity asks whether essential processes and services keep working. Relational integrity asks about trust, care, justice and agency (raw/bioregional-health-framework-2026-09-24.md, Four interdependent dimensions).
- **Example methods.** Each factor comes with ways to assess it (raw/bioregional-health-framework-2026-09-24.md, Four interdependent dimensions). These range from habitat fragmentation mapping and species diversity indices to power-concentration heatmaps and trust surveys (raw/bioregional-health-framework-2026-09-24.md, Four interdependent dimensions).
- **Whole-system outcomes.** Twelve outcomes describe what a healthy bioregion produces, such as expanding biodiversity, growing equity and decreasing loneliness (raw/bioregional-health-framework-2026-09-24.md, What health looks like). They are not scored per dimension (raw/bioregional-health-framework-2026-09-24.md, What health looks like).
- **Open questions.** Governance, data sovereignty, links to existing data and long-term revenue models remain open (raw/bioregional-health-framework-2026-09-24.md, Open questions). The page asks how to inform BFF allocation "without reducing complex knowledge to simplistic metrics" (raw/bioregional-health-framework-2026-09-24.md, Open questions).
- **Borrowed foundations.** The first three dimensions adapt the Landbanking Group's "Ecosystem Integrity Index" (raw/bioregional-health-framework-2026-09-24.md, Inspirations & acknowledgements). The page also points to Cornerstone Indicators, Commonland's 4 Returns, Doughnut Economics, DPSIR, Regen10, r3.0 and Planetary Boundaries (raw/bioregional-health-framework-2026-09-24.md, Other frameworks & inspiration).
