# BioFi Deep Dive: bioregional financing facilities in Europe

*A 19-slide deck presented to the BioFi community of practice in September 2026. The presenter is not named on the slides. The deck carries the marks of Dark Matter Labs, Bioregional Weaving Labs and Wire Group (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 16). The presenter calls it "but one perspective" from two organisations among many (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 2). Read for this page: all 19 slides. Slides 4, 10 and 16 are mostly images, read from the picture.*

## What it argues

The deck takes stock two years after the BFF book launch. It has three parts: what is happening in the field, what the presenter's teams have built, and where things are heading (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 2). Its headline is that BFFs in Europe are "seeded". There is much activity in the UK, Ireland, France, Spain and the Netherlands, and more is coming in six other countries (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 3).

The deck is frank about the gap between interest and delivery. People voice a high need, yet "very little actual legal structuring" is happening (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 6). It ends by asking which capabilities the field needs to move "from seeding to blooming" (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 18).

## Key points

- **Many mechanisms.** The deck lists over a dozen being tested, from catchment trusts and a bioregional bond to a parametric fire-resilience facility and an adapted debt line. They are diversifying beyond the four initial archetypes (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 5).
- **Security is a driver.** Security spending on water, fire, food and heat is increasingly a key driver. Private wealth and EU funding also drive the work, alongside philanthropy and regional funds (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 6).
- **Portfolio weavers matter.** The deck says weavers have proved a highly critical and useful role in building the field (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 6).
- **Real divergences.** Teams differ on raising funds first or aggregating regional demand first. They also differ on moving money quickly or moving "at speed of trust" (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 6).
- **Hard challenges.** The deck names talent and capability, the maths of managing systemic portfolios, and accounting for indirect value. It calls nature and PES markets a dead end (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 7).
- **The four Discovery Arcs.** Bioregional Weaving Labs runs four arcs: allocation governance, blended finance, risk and value sharing, and multi-capital returns. Arc 1 governance is being tested across three BFF prototypes (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 9).
- **Tools on offer.** These include a stocktake and gap analysis, a project portfolio template, bioregional health metrics and the Bioregional Observatory. Others are the BFF Pattern Cards, RZ Studio and a BFF scenario game (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slides 11 to 15).
- **A pooled fund.** The European Headwaters Flow Fund launched its first iteration as a pooling function with no new legal entity. It passes all commitments to bioregions as grants in three sleeves sized to maturity (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 16).
- **Seven capabilities.** These are complexity acumen, non-market valuation, systemic risk management, portfolio management, legitimacy, collective sense-making and polycentric governance (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 18).
- **A closing question.** "Are we building the pipes and muscles for when the flood comes?" (raw/BioFi Deep Dive on the BFF landscape in Europe.pdf, slide 19).
